I've looked a bit at the 7.80 license, and while I'm not a lawyer and that I miss a lot of context here, and I didn't read all of it, from what I read, that license could potentially be free. For more legal background on the topic of derivative work (which the license mention), there was a presentation at the FOSDEM 2013 named "What is a Derivative Work under European Copyright Law?" that explains a bit of the context but as the name implies, it was only valid for the European union and things could also have changed since then. That talk was recorded and published by Free as in Freedom[1]. I also didn't look what were the legal limits in various jurisdictions about what could be considered derivative work or if the GPLv2 mentioned limitations about that.
