The "program" as it is actually run "includes" not only "the library" but also machine language implementation (microcode, etc.), firmware stuff, a lot of interesting stuff used to produce electricity at nearby power station, and so forth. To put it simple, the FSF's FAQ is nothing but an idiot test.
