It's at code.google.com/p/vilno , as a tarball that can be downloaded and installed for Linux. The install from source seems quite glitch- free with Linux with GCC 3.3.x ( I have not been using the most up to date versions of Linux, sorry about that. ). It comes with numerous code examples, both beginner's and advanced ( the advanced examples came from my testing work).
It's used to reshape and prepare data, for example you might use it to prepare data for analysis and then bring the modified datasets into R. (Old-fashioned data preparation issues are sometimes hard to do with the S programming language.) Or you might use it in an ETL context. Or some other context. Have a good day.
