The FSF wants software to be free. It writes its intent into
its licenses. It also writes its licenses to accomplish its
intent to the extent possible. Someone distributing software
under this license may choose to honor the intent even if
the law allows them to do less or to violate the intent. I
don't find that to be a contradiction.
