The permission is good for things that copyright prohibits. Whether the modification restrictions covered by the AGPL are prohibited by copyright law will be something that courts will eventually decide, as code grabbers decide to contest the AGPL to completion. Realize that a court encountering the GPL or AGPL and a code grabber will probably react much as if encountering someone who claims that it's OK to squat in a house after having been invited for dinner. The court will see an eminently reasonable licensing restriction and will uphold the provisions of the license.
