The GPLed source code in question is made available by the
manufacturer of the router. It's impossible for an outsider
to know with any specificity why the copyright owners chose
to not pursue Verizon. That it was fear is an interpretation
beloved by those people who would like it to be fear.

It wasn't fear, it was a recognition of reality. The SFLC needs a quick hit so they can get on to the next victim. They cannot afford to be tied up in any real litigation.
