A publisher of an urtext edition does not own a copyright of
the music itself (except in France, where national law says
they do), but the do own copyright of the layout of the music
as an artistic entity. It is legal to use the notes of an urtext
edition to make your own edition, but it IS a violation of
copyright to photocopy it.

Again, join the copyright list of cni.org (the international
list of of libraries) for authoritative answers to this kind
of question. Copyright law is a morass - don't rely on amateurs
if you plan to publish anything.
