Yes, only stable versions are uploaded to ftp.gnu.org.

This would not be a wise thing to do. The development versions may
have silly bugs. The subscribers of gnu-music-discuss will often be
aware of or warned for those. Alternatively, solutions to problems
will be discussed and posted.
We could do without people asking the same silly questions for each
development release. We could maybe upload a bit more often to
alpha.gnu.org (when it's not down), but ftp.lilypond.org is just as
fine, no?
