Yes, it appears that SuSE has some problems with the C++ development 
platform, esp 6.2 and 6.3, but maybe LilyPond is too demanding.  
Karl Eichwalder from suse is lookin into this matter.

You already guessed, this syntax has changed to:  \times 2/3 { [ ... ] }

Yep, suse problem, it seems.  Unless you're familiar with (C++) development
there's not much that you can do except wait for an update from suse.
You could try a redhat rpm from (hope there's a 1.2.17 somewhere there?):

    ftp://ftp.cs.uu.nl/pub/GNU/LilyPond/RedHat/RPMS/ 
    ftp://ftp.freshmeat.net/pub/rpms/lilypond/

Hmm.  You really have some bad luck.  convert-mudela was fixed in 1.2.17,
you can grab that from the .17 tarball at
ftp://ftp.lilypond.org/pub/LilyPond/v1.2
