Starting error - HeLP!!

Hi there. I have a problem After downloading and setting up Lilypond (on Windows 95) an error occurred, stating that "a required .DLL file, Cygwin1.DLL, was not found".  Any help on how/where I could find this file. Thanks Christof Spies
