Excuse me, but could you name someone who doesn't have access to a computer or 
a device with network access and a web browser? I have a decent web browser 
and network access on my mobile phone, so I can edit dokuwiki (or *wiki) 
while sitting in a bus, and I expect not to be the only one who could do 
that. And I don't know of any mobile phone that has cvs (or svn, arch, ...).

Btw, why cvs doesn't require network access?
