because Linas is alternately too lazy and too paranoid.  For example,
there's some way of converting anonymous cvs checkins into patches that get
sent by email to developer list; I spent an evening trying to make this
work, but couldn't. 

I think that might be cool ... anyone can try to check code in, but it
doesn't happen until I and/or a smaller group of others actually cat it 
patch.
