This breaks end-of-the-month tracking that was intentionally built into
the reconciliation code. The original code would track as follows:
1/31 -> 2/28 -> 3/31 -> 4/30 -> 5/31
The replacement code tracks like this:
1/31 -> 2/28 -> 3/28 -> 4/28 -> 5/28
