Hi Charles, sure, that is perfectly possible. Simply point the URLs in packaging/win32/defaults.sh to the correct files {,-dev} in ftp://ftp.gnome.org/pub/gnome/binaries/win32/gtk+/2.14/.
OTOH, we are talking about Bug #520165, right? The patch seems to be part of Gtk+ 2.14.3.
