Scheduled Transaction Docs

Sebastien Millet sent me a HOWTO on scheduled transactions, which I have 
incorporated into the docs.  As I do not use SXNs, I would appreciate it 
if some of you that do use SXNs give this new doc section a read through 
and make suggestions.

All kudos to him, problems to me.
