While it's perfectly feasible for other uses, the documentation is still in a half-finished state. My apologies... Version 1.2.1 is essentially 1.1.11 with a few minor enhancements. The 1.2.X series is appropriate for the recent gnucash 1.6.X versions. Version 1.3.1 is the new development series, and is essentially 1.1.12 with some modifications. A new series was started because 1.3.X is not compatible with the 1.2.X series in a few important ways. 1.3.X is required by the gnucash 1.7.X CVS tree.
