Well, the red line read only option is not in release 2.6.11. I am surprised that it might not be defaulting to 0 (off) for some users.
There is another possibility. The General Ledger view (under the Tools menu button) defaults to only show the last 30 days, which could make it appear that older transactions have disappeared and therefore are un-editable. That is easily changed by clicking on View > Filter by..> Date.
