This is Windows, right? That error is normal on Windows unless you've run the "Install Online Quotes" tool, as Windows systems don't normally have perl. On Windows, slow loading of SQL is https://bugzilla.gnome.org/show_bug.cgi?id=792105, though do note that on the first load there are a couple of data conversions that can take quite a while on any machine.
