I went with Adwaita-Slim https://www.gnome-look.org/p/1181146/ after a little 
testing.

If you want even narrower notebook tabs, edit

~/.themes/Adwaita Slim/gtk-3.0/gtk.css

Search for "tabs" or "notebook"
