Try to determine if instead of the mouse arrow pointer being the focus, it’s the tail.
If so, this bug has been encountered before and was thought to be fixed. Sorry I don’t have the bug# handy, but the devs are familiar with it. Short term work around is to aim with the pointer tail instead.
