Check System Preferences >> Dock >> Prefer Tabs when opening documents - set to "Manually" ? Mine tabs setting is set to "In Full Screen Only". I can't say I've noticed the problem running GnuCash 3.2 on High Sierra on a 27" iMac or 15" MacBook Pro.
