The diagrams of the configuration locations for various GnuCash versions on different OS's a bit down the page should help. The saved report templates are basically a list of options for creating a report template stored in a single text file.
If you are saving reports for a specific period populated by data for that period these AFAIK are stored in html format in a location of your choice selected while saving the specific report.
