I just added an explicit instruction in the Mailing List Membership section of https://wiki.gnucash.org/wiki/Mailing_Lists directing readers to https://lists.gnucash.org/mailman/listinfo, click the desired list, and fill out the “Subscribing to” form.
I would have added annotated screenshots for additional clarity, but it seems I don’t have upload privileges. The text should be pretty clear anyway. I can see that not having this direction in that section seemed to leave one hanging as to exactly how to ‘join’ after explaining ‘why one should'.
