That 'extra' line is only visible when the highlight is in the space reserved for entering a new transaction in any register, not just security accounts, and only when the display view is set to Auto-spllt or Transaction Journal. As implied in John's reply, that line represents the space for the first split of a new transaction. If you happen to use the Basic Ledger view that line is not visible until you start to enter a split line or click the Split icon in the menubar.
