Now I feel stupid!😘 It turned out that a place holder account had an old balance. Once I got that cleared, the report balances.
Still one minor problem: the balance shows blank for the value of the savings account but it still totals as if it was printed. Can't remember if that was an issue in v3.x. Looking at the liabilities section of my Balance Sheet (Liabilities_2022-02-27.png); it showed 1 AP account of -90.68 totaling to -80.68! I tried running the report limiting it to only liabilities. The rest of the options, except show zero values, were the same for both reports. (Liabilities_2022-27.html) Now it shows both payees but the total is stil $10.00! and the Total liabilities is -43.18 for both reports.
