While I agree that 4.01, 4.02, ... 4.10, 4.11, 4.12 would be more rational, in fact it is traditional or at least extremely common in version numbering to use: 4.1, 4.2,... 4.9, 4.10, 4.11, 4.12 etc.
In fact, 4.01 would have different implications about the nature of the release than 4.1. 4.01 would likely be a bug fix on 4.0 rather than a new release with more major changes.
