You need to create a security before you can link it to an account. 
Please read the Tutorial and the Help on creating securities.

The reason you can't complete adding the security isn't because you 
haven't installed Finance:Quote, it's because you've left Namespace blank 
(I think).

I'm on an earlier version but in the one I have you can't leave Namespace 
blank. Mine defaults to AMEX (no idea why, unless because it's first 
alphabetically) but as the Help says you can put anything you like if the 
security you're interested in isn't one of the predefined ones 
(apparently your version doesn't have any predefined).
