It is indeed on a case-by-case basis. However, when you create a new scheduled transaction, "Create ___ days in advance" and "Remind ___ days in advance" are both unchecked (unticked), so that the transaction is not created before its assigned date, and there's no advance reminder. I suppose it's possible to tick either or both boxes and leave the number of days at zero, the default, but since they're not ticked by default it seems simpler to leave them unticked.
