Yes, if your field contains the separator character you should double-quote it, but *only* in that case. Id's, dates, et cetera will not, so no reason to quote them.

The OP had quotes on most if not all fields and none of them were necessary.

A single opening and a single closing double quotes, I believe, are ignored by 
the importer ... correct me if I am wrong.
