gnucash-5.5-1.setup.exe is a repackage of GnuCash 5.5 with a rebuilt WebKit and probably some other dependency updates from MSYS2. No GnuCash bug fixes since last December are in it; for those you can either wait for the 5.6 release at the end of the month or install a nightly build from https://code.gnucash.org/builds/win32/stable.
