I think I've fixed this by changing the Windows currency symbol (and a bunch of 
other localization strings) as UTF16 and converting them to UTF8. This bypasses 
the whole codepage problem.

The fix will be in Tomorrow's nightly build at 
https://code.gnucash.org/builds/win32/stable. It should be ready sometime 
around 2026-09-30 08:00 UTC and will be named something like 
gnucash-5.17-2026-09-29-git-5.17-2-g56ccad9a66+.setup.exe. Please install and 
test.
