IIRC this happens if Gnumeric lacks GConf support. (I never tried the ready-made Gnumeric binary, though, I just installed it from GIT sources.) When I installed the binary GTK+ packages on my WinXP system to compile Gnumeric and its dependencies, GConf was not included.
