one would have to go out of their way to find a current web browser that doesn't support SSL/TLS. it could then be argued (by aspiring dictators) that anyone with a current web browser has intent to commit a crime... or intent to make a purchase... or intent to check their bank statement... or intent to log into their office securely... but probably (in the eyes of some) they're plotting the revolution.
