The GFDL says you can modify it so long as the work you produce is also under the GFDL, and gives attribution to the original authors. In practical terms online, it's best to link back to the original source when doing so. Basically you just need to say "this keysigning policy is derived from the keysigning policy of markus reichelt (link), and is licensed under the GNU Free Documentation License (link)". It might also be good to state (and link) the sources that his policy was derived from. Oh, one other thing: You need to make the source of the document (a "transparent copy" in legalese) available. Plain HTML is pretty OK for that.
