If you compile it yourself Dirmngr has to be compiled with gnutls
support, so make sure you have all the applicable libraries and header
files available when compiling. Check the ./configure output for more
details.

If you didn't compile it yourself, file a bug with whomever provided
the binaries for inclusion of this feature similar to Arch Linux's [0]
