Much better is a spring lock.  Bob stores several identical copies of a
spring lock at a public place, Alice takes Bob's (open) spring lock from
the public place, locks a chest with it, sends the chest to Bob, and Bob
uses his key to open the lock and thus the chest.

Now add seals to the spring lock so that Alice is able to verify that a
lock really belongs to Bob. (With PKIX she would take it from a trusted
place instead.)
