But then import-minimal could be modified so it includes the behaviour

I don't think there is a need for the extra granularity:

1) --keyserver-options self-sigs-only retains all self-sigs

2) --keyserver-options import-minimal retains only the most recent
   self-sig

Is there a good use-case for the former? If the latter also filtered out
non-self-sigs in a very early stage like planned for self-sigs-only, in
addition to its current functionality in a later stage of import, it
would prevent the poison.
