Here in the United States, it is generally quite difficult for consumers to get -anything- except the bog-standard that their ISP offers. Doesn't matter what it is: if it's not part of the bog-standard consumer-grade package your only recourse is to upgrade to a commercial-grade package. There are some exceptions to this rule, but by and large it holds true.
