That is strange: This message will only be emitted on Unix systems. On Windows we have no way to know which process holds the lock. See gnupg/common/dotlock.c:dotlock_take_w32 respective dotlock_take_unix. In case you are running a GnuPG version build using Cygwin - just don't do this. Use a proper Windows version; gpg4win.org is the best choice (use the 5.0.0-beta which will soon be 5.0.0).
