It would depend heavily on what the precise wording was, but based on the public discussion so far it seems to be targeted at service providers - so gnupg and similar encryption software would probably not be directly affected, but anyone offering a service using encryption software (such as Proton or Signal) probably would. Services like XMPP or DeltaChat, where the software developers and service operators are not the same people, would on the other hand have lots of fun parsing obscure legalese.
