this was done on purpose. the tool is not dead, but there's still too many 
open issues and missing features that so we were not yet convinced to have it 
as part of a stable Gpg4Win 5.0 release. the alternative would have been to 
wait a lot longer for 5.0, but we think we're getting there soon.

so after Gpg4Win 5.0 is out, it'll probably come back with one of the next 
beta versions and hopefully mature enough to no longer consider it 
"experimental".
