Most developers will spend their time and efforts on the new unstable
release, then somebody needs to decide that some change to the unstable

I've already volunteered to do that if we have a real stable release, one which is official, promoted that way and lasts for a long time (~12..24 months).

I have not reviewed Richard's proposal yet so I can't say yet whether it matches what I would expect from a stable release. (its on my [long] todo list ;-)
