gnustep-make 2.0.8

I think we need a gnustep-make 2.0.8.  The 2.0.7 release has this  
nasty bug where it fails
on gnustep-base's automatic reconfigure - which would cause a lot of  
confusion for already
confused users.

We just need to make a 2.0.8 gnustep-make release from trunk.
