[GNUstep-packagers] Win32 packages: How difficult are they to be built

Hi,

I might be installing a complete set of Windows machines under 
emulation, in order to test a small network client in each environment.

The idea is to have Windows 98, Windows 98SE, Windows ME, Windows 2000 
SP2, Windows 2000 SP*, Windows XP... etc. and may be each one in english 
and spanish.

I wonder how difficult is to take one of there platforms and create the 
environment to produce those nice .exe installers. Then, test them on 
each of the others.

Any info pointer about what is needed and how difficult it can be is 
appreciated.
