Windows 7 (and Windows 8.1) EOL was 3 years ago. Why should gnutls care? Also this: https://lists.gnu.org/archive/html/bug-gnulib/2022-12/msg00079.html I would be inclined to do a "documentation" patch - just write down somewhere what needs to be done, but don't intentionally lower the target Windows version.
