SoftIntegration C/C++ interpreter Ch includes Gnuwin32 in its ditribution.
It is free and easy to reinstall and uninstall.

To call GSL functiosn in Ch C/C++ interpreter, 
you can download and install open source Ch GSL package 
   http://chgsl.sourceforge.net/
