Hello, Typically, you don't need to create users. They'll be able to log in, if they are authenticated and a user will be created for them, to manage their personalized setup. You'll need to use this only if you've disallowed that from happening, in Admin -> Server configuration. A setting called "Allow users to login via plugin into GoCD, even if they haven't been explicitly added to GoCD".
Password management happens externally, in the password file or in LDAP, GitHub, etc. depending on the kind of authentication you use.
