There is a saying: 'the mills of government grind slowly' that seems to be appropriate here concerning the EU and its procedures. But, I agree, 7 months pending is too long. Maybe the officials wait for the outcome of the efforts in Portugal?
With respect to available papers of the ** meeting. The site http://cordis.europa.eu/esfri/ has annual reports of which the 2007 report is ofcourse not yet available. Besides, the ** meeting was only a couple of days ago, so understandably a report of that meeting is not yet available either.
