Arthur and I differ on which reason for providing OA (there are many) 
is primary and pertains to all research, rather than just some. 

We have both given our reasons for our reasons, several times.

Let us now leave it to readers to draw their own conclusions.

Arthur also asks me to reword my points 8 and 9.

But those points state my own view, and reasons. They are
not part of any official policy statement.

(Hence I do not understand why Arthur wishes me to reword
them so as to make them accord with his own view, and
reasons, with which I do not agree.)
