Why does Goa not encourage *home guards * or *Community policing* ?

The Consumer Forums should address these problems - or should they
not ?

Fake cops relieve women of jewellery

Panaji/Margao: In three separate incidents, within 90 minutes of each other,
three women were relieved of their jewellery
on Friday morning by two men on a motorbike, pretending to be cops. While two
of the incidents took place in North Goa, the third one was in South Goa.

Leela Shirodkar of Taleigao, Malti Pednekar from Goa Velha and Pushpa
Rohidas Gaonkar of Raia, had similar complaints of their jewellery being stolen
by two men who riding a motorbike accosted them on the road and spoke to them
in either Hindi or Konkani.

In all three cases, the men related a story of a woman being stabbed by
thieves on the previous day and asked the women to hand over their jewellery to
them. When the women did so, the men placed this in a paper or kerchief folded
it and returned it to the women. It is only on reaching home and unwrapping the
package that the women realized that what had been wrapped and returned to them
were stones and not their jewellery. All three have filed complaints with the
police.
According to the complaints, the first incident happened at 9 am in
Taleigao, when jewellery worth Rs 29,500 was taken from Shirodkar. The second
incident took place half an hour later at Goa Velha, where Pednekar, was
relieved of her bangles. The third time the duo struck was at Raia at around
10.30 am, where Gaonkar lost jewellery worth Rs 76,000.

The modus operandi being the same in all the cases, the police believe it
could be the same two men who robbed all three women.
